An Open Letter to EU Ambassador in Tokyo On Oettinger's Remarks

Dear Ambassador Schweisgut,
I am sure that Your Excellency is aware of a news report (Kyodo) that Mr. Gunther Oettinger, EU Commissioner for Energy, stated on March 16 that Fukushima No 1 Power Station is uncontrollable and predicted a sure devastation within a few hours. He further expressed doubt about Japanese technological capacity to handle the matter in very strong words. Later, he qualified these words as his personal ones.
While appreciating the EU's expression of strong sense of solidarity with Japan and our people, in the Statement made by President Barroso and President Van Rompuy on March 11 and its subsequent offer of precious help and support, I can not let these remarks of Mr. Oettinger to pass. In my view, he should, at least, express sincere apologies for the Japanese people for having stirred up unnecessary reactions in a toxic situation by his rash remarks which are, even if personally made, unworthy of his official position.
It is not my concern whether the EU considers this gentleman as fit for the post. It is up to the European people to judge. But I hereby wish to register my strong anger at Mr. Oettinger's remarks.
I am sure that your office is occupied with heavy work load arising from the latest earthquake in Japan. I would be grateful to Your Excellency, however, if you would take the trouble to transfer this letter to the attention of Mr. Oettinger and, if found appropriate, other people who might find it meaningful.

親愛なるシュヴァイスグート大使閣下
貴大使におかれては３月１６日に欧州連合エネルギー担当エッテインガー委員が行った福島第一原子力発電所は制御不能であり、数時間のうちに爆発すると予測するという趣旨の発言に関するメディア報道（共同通信）について承知されて居られるものと存じます。
３月１１日に欧州連合バローゾ委員長とヴァンロンプイ議長により発せられた日本ならびに日本国民との強い連帯の気持ちの表明ならびに引き続く欧州連合からの貴重な支援と支持のお申し出については感謝するところでありますが、私はエッテインガー氏のこれらの発言を見過ごすことは出来ません。私の意見では、彼は危機的な状況の下で彼の軽率な発言が不必要な反響を招いたことについて、少なくとも、日本国民に真摯な謝罪を行うべきであります。彼の発言は、例え個人的な意見であっても、彼の公的な地位に相応しいものではありませんでした。
欧州連合がこの人物がエネルギー担当委員の職責に相応しいと考えるかどうかは私の関心事ではありません。それはヨーロッパの人々が判断することです。しかし私はここにエッティンガー氏の発言に対する私の強い怒りの念を記録しておきたいと存じます。
貴大使の事務所が現在今回の大地震に伴う多大の事務負担に専念されて居られることは良く理解しております。しかしながら私は、貴大使がこの書簡を、エッティンガー氏ならびに、適当と思われれば、この書簡に意味があると考えられるであろう他の方々の目に留まるように転送の煩をお取り頂けると幸甚に存じます。
