Dear Ambassador Hanabusa,
Thank you for your letter of 16 March and subsequent e-mail message of 20 March in which you conveyed your disappointment and anger at the remarks reportedly made by European Commissioner for Energy Gunther Oettinger at the European Parliament.
First and foremost, please allow me to state clearly and unequivocally that the European Union stands united with the government and people of Japan at this time of great difficulty and hardship. The perseverance and determination of the survivors of this massive disaster, the workers, engineers and rescue crews and the general public have won the admiration and praise of all Europeans.
As Commissioner Oettinger himself has said immediately after the news reports, the quotes were taken out of context and do not reflect any doubt about the capability of the Japanese authorities to respond to the challenges they are facing.
Nonetheless, I would like to assure you that your letter and sentiments will be conveyed to all the appropriate parties at our headquarters in Brussels.
I would also like to underscore that the EU remains firmly committed to deepening and strengthening the bilateral relationship with Japan, a strategic partner with whom we share so many common values.
An extraordinary meeting of the Energy Council, which Commissioner Oettinger will also attend, is to be convened in Brussels today. The Commissioner, together with the energy ministers of all 27 EU Member States, will use the opportunity to confirm their solidarity with Japan.
I myself am personally determined to bring the EU-Japan relationship to the higher level it deserves to be, and the courage shown by the citizens of Japan has done nothing but buttress this conviction.

まず第一に、欧州連合が、この大きな困難と苦難の時に当たり、日本の政府と国民と共に結ばれていることを明確かつ明瞭に申し上げることをお許し下さい。この大規模災害の生存者達、作業に従事しているもの、技師たち、救助隊員たちそして一般大衆の全てのものが示している忍耐と不屈の心は全てのヨーロッパ人の讃美と称賛を克ち得ています。
ニュース報道の直後にエッティンガー委員自身が述べたように、報道に引用されている発言は、文脈を離れて取り出されたものであり、直面する挑戦に立ち向かっている日本の当局者の能力に対するいささかの疑いを反映するものではありません。
しかしながら、私は貴簡と貴殿のセンチメントをブラッセル本部の全ての適当な当事者に必ず伝達することを約束いたします。
また同時に欧州連合は、多くの価値を共有する戦略的なパートナーの一つである日本との間のバイラテラルな関係を深化し、強化することにコミットしていることを指摘したいと思います。
本日ブラッセルにおいて、エッティンガー委員自身も出席するエネルギー評議会の特別会合が開催されます。同委員はEU加盟２７カ国のエネルギー閣僚と共に、この会合を欧州連合の日本との連帯を確認する機会とするでありましょう。
私自身は個人としても欧州連合と日本の関係を、それが値するような一層高いレベルに導きたいという決意を持っております。日本の国民が示した勇気は、私のこの決意を何にもまして強固にいたしました。
