Honesty is Still The Best:Post-3/11Quake Observations from Tokyo (No.3)

In this report I wish to present to my friends overseas an as balanced and accurate as possible overall picture of Japan on its 18th day after the Disaster. Of course, I am a layman of common sense, still watching TV channels, reading newspapers and browsing relevant websites in Tokyo.
First, regarding the situation related to the aftermath of the earthquake and tsunami. On the whole, life is gradually resuming normalcy; slowly and hopefully steadily in the areas directly hit by the natural disasters, and fast elsewhere. Nation-wide local elections are to take place on April 10 as planned except for the disaster-striken electorates. Most people refuse to rock the boat by refraining from unnecessary hoarding and cooperating in electricity rationing, which has not very widely taken place in Metropolitan Tokyo for the moment. Drinking-water scare has substantially subsided as levels of radiation declined to permissible levels at most monitored spots. Marketing of fresh vegetables from several prefectures surrounding Fukushima has stopped. Although a strong fear for the accumulation of radiation in soil still exists, its incidence may be limited. The relocation of evacuees has resulted in complex and multitudinous problems for neighboring and further distant regions. We will have to solve a mountain of difficult tasks here.
The rehabilitation of the disaster-hit areas will take very long time, requiring strong Government initiatives and support. That is yet to appear. Strong popular sentiment is rising for unity in this national crisis. Politicians are pressed to avoid petty partisan bickerings.
Second, far more worrisome is the serious difficulty to contain the critical situation at Fukushima No 1 Nuclear Power Station. Unfortunately it now is fairly certain that the core of the 2nd reactor has been damaged and it is inevitable that a large quantity of radioactive materials inside the core of the reactor will leak out. As extremely high levels of radiation at the site require much higher level of protection for the workers, restoring work had to be halted at the site, at least, until the degree of the damage to the container and of ensuing leaks of radioactive materials is ascertained.
As the situation apparently moves in undesirable direction, the Government and relevant authorities laudably continue to disclose fearsome truths. Indeed, it is tragic and ironic for the anti-establishment and green Prime Minister is forced to disclose these facts. Timely response to the changing situation based on such transparency, nevertheless, is the best we could hope for under the circumstances.

私は海外の友人へのこの報告の中で、出来るかぎりバランスがとれ正確な被災１８日目の日本の全体像を示そうと思う。当然のこととして、常識ある素人の私は、東京にいてテレビのチャネルを見たり、新聞を読んだり、関連のウェッブサイトを探し廻りながら暮らしている。
第一に、地震と津波の災害の後に起こっていることについて。全体的に見れば、次第に生活の日常性が戻りつつある。直接の被災地においては、ゆっくりとそして希望的な観測からであるが着実に、それ以外の地では速やかに。被災地の選挙区を除いて全国規模の統一地方選挙が予定通り４月１０日に行われる。殆どの国民は不必要な買い溜めを控え、計画停電に協力するなど事態を悪くしないように努めている。計画停電もこれまでのところ首都圏でそう広範に行われている訳ではない。殆どのモニター地点での放射能レベルの水準が許容水準まで低下したので、飲料水騒動も、大方沈静化した。福島周辺の諸県からの野菜の出荷は止まってしまった。土壌に放射能が蓄積するという強い懸念が存在するが、その影響する範囲は限定的なものかも知れない。近隣地域やそれ以遠の地域においても、被災者の移住に付いては複雑かつ膨大な問題が発生している。この分野では山のような問題を解決する必要がある。
災害地の復興は政府のイニシャティヴと支援を必要とする大変に長い時間を必要とするであろう。この点ではまだ何も具体的に示されていない。この国家的な危機において団結を求める強い国民感情が生れている。政治家たちは瑣末な言い争いを避けるような圧力を受けている。
第二に、より心配なのは、福島第一原発の危機的な状況を押さえ込むに当たって深刻な困難があることである。不幸にも第二炉の炉心部分に損傷があり、炉内の大量の放射性物質が外部に漏出することが避けられないことがかなり確実となった。極めて高い放射能レベルは作業に従事するものに一層高いレベルの安全確保を要求する。そのために少なくとも格納機の損傷の程度とそれに由来する放射性物質の漏出の程度が確実になるまで、現場の復旧作業は止めざるを得なくなった。
明らかに状況は望ましくない方向に進んでいるが、政府と関係機関が恐ろしい真実を開示することを続けていることは称賛すべきである。反エスタブリッシュメントで反原発であった総理大臣がこれらの事実を開示するように迫られているのは悲劇的であり皮肉でもある。とは言え、このような透明性に基づいて、刻々変化する状況に時宜を逸せずに対応することが、現在の状況下では、求め得る最善のことである。
